What is the function of the repetition in verse 3 and verse 10?

Leviticus 2:10 (ESV)

10 But the rest of the grain offering shall be for Aaron and his sons; it is a most holy part of the LORD’s food offerings.

Repetition is often used for the purpose of emphasis.  The three verbs, bring...present...bring near, demonstrate a sequence of actions for the ritual of grain offerings. The first two verbs highlight the duties of the worshipper, while the third verb that of the priest. This seems to indicate that the cereal offerings were to be offered in a specific way and in no other.
