You noticed as the Lord talks to the Babylonians in Habakkuk 2:7: will not those who make you shatter awake and you shall become plunder for them. Babylon had plundered other peoples, and the day is going to come when these others will make plunder of Babylon. Or in Habakkuk 2:8,

In other words, what Babylon had dealt out in oppression and violence, they would receive back in the same coin. Sometimes you use the long-handled term,retribution,for that. What they dished out, they would receive in kind. That is justice, the justice of God’s judgment.1
