Habakkuk is issuing a statement that Christians, theologians, and philosophers have thought about again and again and again. It is the problem of evil. It is the problem of pain. How can God allow these things to go on? Is it because he cannot do anything about it? Is it because he is not as sovereign as he thinks he is? Or is it that he is not willing to do anything about it? Isn't he as good as you think he is?1
