What does it mean that someone cannot afford a lamb?

7 “But if he cannot afford a lamb, then he shall bring to the LORD as his compensation for the sin that he has committed two turtledoves or two pigeons, one for a sin offering and the other for a burnt offering.

This verse deals with the regulations for those who could not afford a female lamb or goat for the sin offering. The phrase he cannot afford may literally be translated as “his hand cannot touch.” That is, he is so poor that he has no means of purchasing the required animal.
