Judges 11:25 (ESV)

25 Now are you any better than Balak the son of Zippor, king of Moab? Did he ever contend against Israel, or did he ever go to war with them?

He recalls that when Israel was about to enter the Promised Land, Balak never thought think it necessary to attack Israel, accusing Israel that it had stolen land from Moab. So if that was not Balak’s problem, it should not be the king of Ammon’s problem either.
