Who does Judah and Jerusalem refer to?

Joel 3:19–20 (ESV)

19 “Egypt shall become a desolation and Edom a desolate wilderness, for the violence done to the people of Judah, because they have shed innocent blood in their land.

The prophet looks into the future. Judah and Jerusalem represent God’s church of the Old and New Testament. They will remain inhabited forever. Christ is a king who will never be without subjects.
