The verb “born again” is in the active voice. Yet Peter cannot mean that his readers did the rebirthing themselves, just as no person did his own birthing. Peter makes this very clear by stating that “he,” “the God and Father of our Lord Jesus Christ,” “has caused us to be born again.” Just as God causes birth, so God causes rebirth.
