God deals with us as beings who have a will of their own. Although that will has been corrupted by sin, we still have a will. This is how God made us, and we still have this possibility. God wants us to consciously choose him, and this is how he speaks to us (he speaks to us and requires a response). That was also the reason for the establishment of the command concerning the one forbidden tree (Genesis 2:15–17). God wants man to actively choose for him, even though in the end it is all God's work in us (Philippians 2:13)
