This is not to suggest that people would be circumcised twice. Rather, the new generation of Israelites must be circumcised because up until this moment they had not been. Their parents, the first generation, went out from Egypt as circumcised. However, this generation did not pass the covenant sign on to their children which is why Joshua’s generation had not been circumcised.1
