Was it common for people to be called before the Sanhedrin when they did something good?

Acts 4:9 (ESV)

9 if we are being examined today concerning a good deed done to a crippled man, by what means this man has been healed,

Peter is questioning the very need for a council meeting to take place. Normally a good deed is a reason for thanksgiving and honour, not a cause for punishment.1 He is implying that the proceedings are unjust and thereby challenging the authorities to show gratitude toward the deed that was done.2
