What “human institutions” might the apostle be thinking about?

1 Peter 2:13 (ESV)

13 Be subject for the Lord’s sake to every human institution, whether it be to the emperor as supreme,

Peter mentions a couple of human creations/creatures as illustrations: the emperor as well as the governor. We may also think of hospital boards or school boards, Chambers of Commerce, and the like. Societies also have (unwritten) codes of conduct; for example, expectations about property tidiness, and norms for looking after seniors.
