Moses will go to Pharaoh. Before it was only mentioned that he had to go to Israel in Egypt.
He will do wonders in Egypt before the Pharaoh, but the Pharaoh will not listen. God will harden his heart. The wonders will have a twofold effect: to give or strengthen faith and harden unbelief. False prophets can use wonders to mislead people (Deuteronomy 13:1–5). In the same way, the Egyptian magicians will perform wonders to oppose Moses and the truth (Exodus 7:11; 2 Timothy 3:8).
21 And the LORD said to Moses, “When you go back to Egypt, see that you do before Pharaoh all the miracles that I have put in your power. But I will harden his heart, so that he will not let the people go.
