What does it mean that the enemies “made boasts against [Judah’s] territory”?

Zephaniah 2:8 (ESV)

8 “I have heard the taunts of Moab and the revilings of the Ammonites, how they have taunted my people and made boasts against their territory.

The attempts of Moab and Ammon to bring shame upon Israel led them “to violate the providential establishment of national boundaries for Israel by intruding on their border.”1 We know about Ammon that it became guilty of ripping open the pregnant women of Gilead in order to extend his borders (Amos 1:13). This was Ammon’s attempt to satanically attack the divine promises to Israel concerning their land and their seed (Genesis 3:15; John 8:44).
