What do Sodom and Gomorrah come to symbolize in Scripture?

Zephaniah 2:9 (ESV)

9 Therefore, as I live,” declares the LORD of hosts, the God of Israel, “Moab shall become like Sodom, and the Ammonites like Gomorrah, a land possessed by nettles and salt pits, and a waste forever. The remnant of my people shall plunder them, and the survivors of my nation shall possess them.”

Sodom and Gomorrah were two cities near the Dead Sea, overthrown by God for their sins (Genesis 19:24–26). These cities became in Scripture a prophetic motif for divine overthrow (Isaiah 1:9; Isaiah 13:19; Jeremiah 49:18; Jeremiah 50:40; Lamentations 4:6; Amos 4:11).1
