God's judgments are at a high level, of great importance, since they come from heaven. However, they do not affect him; they do not enter his mind. The wicked do not care at all.
He even launches a counterattack. Of all his opponents, he says that they are bluffing, that they are liars. We read that he puffs at them.
That is why this can also be translated as: he puffs at them as if they are chaff,
as in: amounting to nothing. The wicked do not have to be afraid of them. We often encounter the danger of the tongue and the lie in the Bible. As in Psalm 27:12 Give me not up to the will of my adversaries; for false witnesses have risen against me, and they breathe out violence.
Subsequently he says to himself, I shall not be moved; throughout all generations I shall not meet adversity.
He is very sure of his prosperity. Proudly he remains standing, whatever his opponents try to do to him.
God does nothing either. The book of Revelation illustrates the power of the evil one, in service of Satan, the beast.
As in Revelation 13:6–7, “It opened its mouth to utter blasphemies against God, blaspheming his name and his dwelling, that is, those who dwell in heaven. Also, it was allowed to make war on the saints and to conquer them. And authority was given it over every tribe and people and language and nation.” That it feels as if God stays far away when there is terrible injustice can be a challenge to our faith.
5 His ways prosper at all times; your judgments are on high, out of his sight; as for all his foes, he puffs at them.
