The author is clearly emotional. That becomes clear from the regular change of perspective: a call to God; illustrating the haughty enemy; asking attention for the weak, the threatened people; astonishment that God does not intervene, especially astonished because the enemy acts as if God does not exist; a confession of a mighty God: King, Judge, with attention for the poor.
The theme throughout the Psalm is: the author makes a strong appeal to the Lord to deal with the wicked, and to protect those who are weak.
This Psalm is not about a specific history, but a general longing for God’s justice.
