What started as a description of the destruction of one nation leads to a description of the final judgment day. The entire created earth is in motion. We are not to understand this verse as necessarily demanding a literal fulfillment. Isaiah uses figurative language to help us understand the enormity of the coming judgment. This is how the wrath of the Lord burns. Everyone should fear the power of the Lord.
13 Therefore I will make the heavens tremble, and the earth will be shaken out of its place, at the wrath of the LORD of hosts in the day of his fierce anger.
