When would the Lord have said this?

Zephaniah 3:7 (ESV)

7 I said, ‘Surely you will fear me; you will accept correction. Then your dwelling would not be cut off according to all that I have appointed against you.’ But all the more they were eager to make all their deeds corrupt.

The Lord likely is referring to words he spoke through the prophets. Throughout the years the prophets had delivered many warnings to Jerusalem, in the hopes that God’s people would fear him and accept his correction. Yet they refused (Zephaniah 3:2).
