What is the meaning of the bleak description of the water, grass, vegetation, and greenery?

Isaiah 15:6 (ESV)

6 the waters of Nimrim are a desolation; the grass is withered, the vegetation fails, the greenery is no more.

In this verse, we see that the land itself would also suffer. The water of the oasis would not be enough for all the fugitives; the grass and greenery would die; and the country would become a desolate wilderness.
