To what do the whirring wings refer?

Isaiah 18:1 (ESV)

1 Ah, land of whirring wings that is beyond the rivers of Cush,

The whirring wings most likely refer to the wings of insects. Isaiah may have been referring to the tsetse fly found in these areas. The armies, in their swarming hordes, were like insects, foraging and conquering. Other commentators think it refers to the scarab beetle, the symbol of Egypt, which was also taken over by Nubian pharaohs as a royal symbol.
