Zephaniah 3:12 (ESV)

12 But I will leave in your midst a people humble and lowly. They shall seek refuge in the name of the LORD,

The lowly are those who are needy, lacking possessions.1 In a spiritual sense it denotes those who are aware of their own lack of resources, and seek all they need in God.
