Why does the LORD respond to the cry of his people when they rejected him as King (1 Samuel 8:7–9)?

1 Samuel 9:15–16 (ESV)

15 Now the day before Saul came, the LORD had revealed to Samuel:

Because God has decided to set his love upon them. Israel’s rejection has not stopped the Lord’s compassion. Though they are a stubborn people, they continue to be the objects of his mercy.1 He does not treat them as their sins deserve (Psalm 103:9–10).
