This is most naturally seen to be the end of the Assyrian exile, as exile was a legal punishment of Yahweh for previously committed wrongs.1 It could, however, also refer to the removal of the proud from within, who caused judgment on the whole community via guilt by association. But the Lord has rid his punishments and purified Judah.
15 The LORD has taken away the judgments against you; he has cleared away your enemies. The King of Israel, the LORD, is in your midst; you shall never again fear evil.
