Who are “your oppressors”?

Zephaniah 3:19 (ESV)

19 Behold, at that time I will deal with all your oppressors. And I will save the lame and gather the outcast, and I will change their shame into praise and renown in all the earth.

Are your oppressors Jews or foreigners? The Lord here speaks of “all your oppressors,” which would then need to include fellow rebellious Jews as well as the corrupt rulers (Zephaniah 3:1), but then also Assyrians, Babylonians, and the neighbours who took advantage of Jerusalem when the Babylonians attacked.1
