Jesus invites the people who are exhausted because they have been told to try to earn God’s grace by their own effort. In Israel some teachers told you exactly what to do. They piled laws upon laws. They explained the law but did not help you at all (Matthew 23:4). And no matter how people tried, it did not bring rest and peace with God. The only result of all the effort was that you became exhausted—tired and burdened.
28 Come to me, all who labor and are heavy laden, and I will give you rest.
