Christians tend to keep the Bible, and the Psalms, strictly for themselves, and then read it with that in mind. This is one of the many places in Scripture that makes clear that God cares for all the nations. It applies to listeners from all walks of life, from rich to poor, from high-ranked to low-ranked people. This sounds like every descendent from Adam; therefore, every person. Compare this with Psalm 50:1. God, after all, is the God who is above all other gods (before which many people are bowing), and he is above all citizens on earth, from east to west.
It is remarkable that the song of Moses also begins this way, even including the angels; see Deuteronomy 32:1, Give ear, O heavens, and I will speak, and let the earth hear the words of my mouth.
