Sometimes, an author or someone who prays is very emotional—understandably so. Then there is not always order, and frequently you will see repetitions. In Psalm 59:14, you see Psalm 59:6 being repeated. Every evening they come back, howling like dogs they prowl about the city. It is a time of darkness, a threat in the city which is otherwise quiet. The shivers go up your spine. That is what the author feels.
