Isaiah 23:13 (ESV)

13 Behold the land of the Chaldeans! This is the people that was not; Assyria destined it for wild beasts. They erected their siege towers, they stripped her palaces bare, they made her a ruin.

It is uncertain which destruction is meant here. Sargon led a punitive expedition in the area in 710 BC, and his successor Sennacherib destroyed the city of Babylon in 689 BC. The point Isaiah is making is likely that the Phoenicians were not to think that they could escape their judgment. Even Babylon was destroyed as if it had never existed.
