1 Samuel 25:2 (ESV)

2 And there was a man in Maon whose business was in Carmel. The man was very rich; he had three thousand sheep and a thousand goats. He was shearing his sheep in Carmel.

The Carmel in view is not the mountain in the north of Israel but a town in the Hebron area in the territory of Judah. This was the same town where Saul had previously erected a monument after his victory against the Amalekites (1 Samuel 15:12).1
