Foundations are intended to give stability to the wall built on the foundation. Without a solid footing, a wall is liable to sink and/or topple, compromising the longevity and safety of the city. Since the solid wall of this city was interrupted by twelve gates, we may assume that these twelve foundations lay beneath the twelve sections of wall between the twelve gates. Every piece of wall is solid.
