The same question arises as previously concerning the “nations.” That is, are these “kings” inside the city (and so enjoying the city’s light) or outside the city (and being attracted to its light)? The expression “kings of the earth” has been mentioned numerous times already in the book of Revelation (Revelation 1:5; Revelation 6:15; Revelation 17:2; Revelation 18:3, Revelation 18:9; Revelation 19:19). Consistently these kings act in opposition to the Lord God and the enthroned Lamb (Psalm 2:1–12). Yet in the present passage John sees these same kings bringing their valuables into the city!
