Whose ranks did the false brothers infiltrate and when?

4Yet because of false brothers secretly brought in who slipped in to spy out our freedom that we have in Christ Jesus, so that they might bring us into slavery
It is not clear if the false brothers entered and disturbed the private meeting between Paul and the Jerusalem leaders, or if they were in Antioch and Galatia, propagating a different gospel.1 The flow of the narrative suggests that they were in Jerusalem itself.2
