Deuteronomy 1:10 (ESV)

10 The LORD your God has multiplied you, and behold, you are today as numerous as the stars of heaven.

The promise from God that he would greatly multiply Abraham's descendants (Genesis 15:5) has already been fulfilled. This had provided the practical reason for the need to distribute responsibility for Israel beyond merely Moses.
