Here, Paul uses the term law
in two different senses. When he talks of being under the law, he is referring to Mosaic law. When he talks of what the law says, he is referring to Scripture in a more general sense,1 specifically the book of Genesis 1:1 – 50:26.2 In essence, he argues that when the Mosaic law is interpreted in the context of Scripture as a whole,3 then it will be clear that those who lived under Moses were in bondage (Galatians 3:21–23) and that freedom only comes with the gospel.4
