The Jerusalem above is the heavenly city that awaits believers (Hebrews 12:22; Revelation 3:12; Revelation 21:2, Revelation 21:10). It is a reference to life in the new creation, where Christians will dwell in the presence of God in a new world. This Jerusalem is still to come in all its fullness, but one can be a citizen of the new creation already now in the present. There is a sense in which the Jerusalem to come has already arrived.1
26 But the Jerusalem above is free, and she is our mother.
