Deuteronomy 1:13 (ESV)

13 Choose for your tribes wise, understanding, and experienced men, and I will appoint them as your heads.’

Moses had called Israel to provide for themselves men who had certain qualifications essential to serving as heads of tribes. As the task was a difficult one, the qualifications were of necessity high: they needed wisdom, understanding (or discernment), and experience.
