In Jewish culture, men expected women to wear a head covering in order to prevent lust. Unmarried women were allowed to go without such a covering, thereby signalling their availability. Such practices reveal how men have historically blamed women for lust, rather than the one who does the lusting. Jesus makes it clear that the one who looks at a woman lustfully is the one who has sinned. 1 The person who lusts is the person who is responsible, not the person being lusted after.
28 But I say to you that everyone who looks at a woman with lustful intent has already committed adultery with her in his heart.
