Why were two washing required?

Leviticus 16:26 (ESV)

26 And he who lets the goat go to Azazel shall wash his clothes and bathe his body in water, and afterward he may come into the camp.

The one who led the scapegoat into the wilderness had become unclean because of contact with the scapegoat. Washing for purification before a person is allowed to enter the Hebrew camp is standard procedure (Numbers 19:8).
