What does it mean to “oppress” your neighbour?

Leviticus 19:13 (ESV)

13 “You shall not oppress your neighbor or rob him. The wages of a hired worker shall not remain with you all night until the morning.

The verb oppress (‛ŝq) is frequently used in regard to monetary gain at the expense of the poor (Deuteronomy 24:14; Amos 4:1).
