The Levite says, We will not turn aside into the city of foreigners, who do not belong to the people of Israel, but we will pass on to Gibeah.
That sounds logical. He is saying, There is no way we are spending the night in a heathen city. Bad things could happen there. Let us instead go to our own people to find safety, and hospitality.
He expects hospitality from his own people, not from foreigners. But the master will be wrong and the servant right.
