What was the tribe of Benjamin more concerned about?

Judges 20:13 (ESV)

13 Now therefore give up the men, the worthless fellows in Gibeah, that we may put them to death and purge evil from Israel.” But the Benjaminites would not listen to the voice of their brothers, the people of Israel.

The Benjamites reject the olive branch offered to them. They cared more about solidarity with their tribe, including the rapists, than with the assembly of Israel. They are uninterestred in justice. So the conflict turns from Israel against Gibeah to Israel against Benjamin. Israel has begun to disintegrate.
