Does the finding that Jabesh-gilead had not gone to the assembly conflict with Judges 20:1?

Judges 21:8 (ESV)

8 And they said, “What one is there of the tribes of Israel that did not come up to the LORD to Mizpah?” And behold, no one had come to the camp from Jabesh-gilead, to the assembly.

Judges 20:1 had said that all the people of Israel came out, from Dan to Beersheba, including the land of Gilead…at Mizpah. Does not the current verse’s revelation, that Jabesh-gilead had not come, conflict with that earlier statement? Not necessarily. It was not every last person who attended that assembly, but representatives of all parts of Israel.1
