Who determined that Saul and Barnabas should go to Cyprus?

4 So, being sent out by the Holy Spirit, they went down to Seleucia, and from there they sailed to Cyprus.

Acts 13:4 makes it clear that the decision to go to Cyprus was a decision led by the Holy Spirit. Once again, it is possible that this decision was revealed to Saul and Barnabas through the mouth of one of the prophets in Antioch (direct revelation). Alternatively, it was a decision made following careful reflection (see Acts 15:28). Since Barnabas was a native of Cyprus (Acts 4:36), there were already some Christian believers in the area (Acts 11:19) and it was close to Antioch; it makes a lot of sense for the island to be chosen as a place for mission work. Barnabas would know lots of people and the Christians on the island would also be able to help with additional contacts.1
