Psalm 87:4 (ESV)

4 Among those who know me I mention Rahab and Babylon; behold, Philistia and Tyre, with Cush “This one was born there,” they say.

The nations mentioned in the psalm are representative of nations long hostile to Israel. They represent those who have oppressed Israel in the past and stand collectively for all the Gentile nations as a whole.
