Esther 9:20 (ESV)

20 And Mordecai recorded these things and sent letters to all the Jews who were in all the provinces of King Ahasuerus, both near and far,

God had acted to save his people, and his deeds of salvation had to be remembered and never forgotten (Psalm 78:4–7; Psalm 103:2)! Persuaded of this, Mordecai wrote an account of the events (an account which possibly served as the primary source for the writing of the book of Esther).

Mordecai’s account was not intended to gather dust in the annals of Media and Persia (although the account would certainly be included in the annals; see Esther 10:2). No, it was written to stimulate gratitude and praise to God among the Jews. Therefore, using his royal authority, he distributed letters to all the Jews throughout the empire, ordering an annual celebration of the events. (Again, this suggests that the Jews by this time had already organized themselves in assemblies, perhaps even in synagogues, across the empire.)
