To what or whom do the preachers' motives pertain?

15 Some indeed preach Christ from envy and rivalry, but others from good will.

Both groups are preaching Christ. This the apostle confirms as many as three times (in Philippians 1:15, Philippians 1:16, Philippians 1:18). The matter of the preachers’ different motives pertains only to the person of Paul himself. Of some of the preachers, he knows that they are filled with good intentions: their goodwill (eudokia) is known to him. Their goodwill, that is, not concerning Christ and the gospel (so Greijdanus1), but concerning the person of the apostle (so Hawthorne2). We might describe the preaching with good intentions as a proclamation that is sympathetic toward the apostle.3 The motivation of these preachers becomes even clearer when a little later, Paul writes that they proclaim the gospel out of love.4
