Judges 1:9 introduces a new phase in the campaign described in Judges 1:10–20: Judah and Simeon are going to target the Canaanites dwelling in three areas: the Judean hill country, the Negev (or southern district), and the lowland (or the foothills between the highlands and the Mediterranean Sea).
9 And afterward the men of Judah went down to fight against the Canaanites who lived in the hill country, in the Negeb, and in the lowland.
