In Haggai and Zechariah, the names Jeshua and Zerubbabel go together quite often. In these prophetic books they are always mentioned the other way around. Ezra 3:1 is the only passage in the Bible where Jeshua is mentioned before Zerubbabel. The reason for this is probably because Ezra 3:1–13 concerns the temple and worship, an area where priests were particularly meant to be responsible.
2 Then arose Jeshua the son of Jozadak, with his fellow priests, and Zerubbabel the son of Shealtiel with his kinsmen, and they built the altar of the God of Israel, to offer burnt offerings on it, as it is written in the Law of Moses the man of God.
