Sometimes this Hebrew word is translated as repent.
This word is also used elsewhere in reference to God (see Genesis 6:6; Exodus 32:14; 1 Samuel 15:35; Joel 2:13–14; Jonah 3:10; Jonah 4:2). Generally, when the Lord repents it refers to a willingness on his behalf to express mercy and be faithful to the covenant he made with Abraham. This willingness is seen throughout Scripture (Genesis 18:22–23; 2 Samuel 24:15–16).
3 The LORD relented concerning this: “It shall not be,” said the LORD.
