The Bible, in both the Old and New Testament, always talks about people coming down from Jerusalem and going up to Jerusalem. Jerusalem was a city located in the mountains and geographically, you would travel uphill in order to get to Jerusalem and downhill whenever you would go out from Jerusalem. The fact that the scribes come down from Jerusalem could also suggest that they were an official delegation.1
22 And the scribes who came down from Jerusalem were saying, “He is possessed by Beelzebul,” and “by the prince of demons he casts out the demons.”
